Passport, visa, work permit

In a general way, for any relative information in the conditions of stay in Madagascar, it is strongly advised to contact the consular section of the Embassy of Madagascar in Paris. The following information is given as an indication.

The duration of stay mentioned on the entrance visa must imperatively be respected. Any overrunning this duration can involve a measurement of administrative retention, if not a sorrow of imprisonment, followed by an expulsion fromMadagascar.

For a stay of less than three months

In addition to a valid passport (and the period of validity must imperatively be 6 months higher than the duration of the stay considered), the visa of entrance and stay is obligatory. It can be solicited on arrival at the airport of TANANARIVE.This visa known as non-immigration is neither extendible nor convertible in visa of long stay and does not give the right to the exercise of a remunerated activity.

For a stay lower than 30 days, the visa is currently free. This measurement being limited in time, it is advised to get information before the departure by contacting a Malagasy consular establishment in France.

For a stay more than three months

Any foreigner entering to Madagascar must hold either a visa of immigrant (who falls within the competence of the ministry in charge of the Interior), or a visa of entrance and stay of one month, extendible and convertible. Obtaining such a visa (extendible and convertible) is conditioned by a declaration this way of the interested at the time of the visa application of short stay.

For any precision, it is essential to engage with the Malagasy consular services.

Business visa

The businessmen who remain regularly in Madagascar can ask for a permanent visa of entrance/leaving, valid 3 years, delivered either by the Malagasy consular services in France, or by the ministry for the Interior of Madagascar.

Residence or Malagasy resident permit

The law n° 62-006 of June 6th, 1962 lays out that: “Any foreigner if he must remain in Madagascar for one period of more than three months must be provided with a residence permit delivered by the minister of the Interior”.

This permit is required in many circumstances (establishment of an automobile license, opening a bank account, registration to the trade register…).
In addition to the common documents required (photographs, reasoned request, form of information, police clearance, photocopy of passport and visa…), the employed persons must produce a certain number of complementary documents:
– authorization of work delivered in Madagascar by the Ministry of Labour
– certificate of employment of the employer in Madagascar
– card of tax identification number
– photocopy of the national identity card or identity card from abroad
– certificate of payment of taxes.

Customs formalities

By boat, it is necessary to count approximately forty-five days (formalities of customs included). By plane, this time can be brought back to eight or ten days. This last solution is appropriate for the removals of low volume.

As an indication, the cost of routing (Paris-Tananarive) of a container of 20 feet is estimated between 6000 and 8500 €.

When you move definitively to Madagascar, you have right to an exemption from duties and import taxes for the personal effects and objects (household linens, furnitures, clothings and shoes, household appliances, dishes, books, toys,…) who have belonged to you for more than 6 months, just as a private car and a motorcycle by family which belonged to you since more than one year, their Authoritative registration (see Order 16 152 / 2007 of the 9/21/07). Vaccination

No vaccination is required coming from Europe; vaccination against the yellow fever (antiamaril) is required to travellers coming from an infected zone.

Are advised for medical reasons:

adults: the update of vaccinations against the diphteria, the tetanus, the poliomyelitis; vaccination against the typhoid, the hepatitis A, the hepatitis B.

children: the vaccinations recommended in France by the ministry for health and in particular the BCG and hepatitis B since the first month, measles since the 9 months age.

It is preferable to carry out all vaccinations necessary before leaving, because once on the spot we can encounter difficulties of supply.

Pets

The importation of pets in Madagascar is regulated and closely controlled. A certificate of vaccination, the up to date health record, and a certificate of good health, issued by a veterinary surgeon in France 24 hours before the departure are necessary.

An authorization of entrance on the territory must also be solicited at the time of the arrival to the airport. The animal can be placed in quarantine while waiting for the Authorization is granted by the Malagasy Ministry of the health.

It is possible to avoid the quarantine while having taken care, first, to carry out the first formalities of entrance via a local veterinarian (the veterinarian private clinic VETCLINIQUE – tel. +261 20 22,415 45 //+261 33 12,411 77 – is manifestly known to take these steps).

In any event, it is imperative to get information near a Malagasy diplomatic representation or consular before the departure.

To know more if the country of destination is out of the European Union:

Certain countries regulate the entry of the animals on their territory (importation permit, quarantine, prohibition). Envisage a time of at least ten days to carry out all the formalities, or even several months for the countries requiring a quarantine.

To know the exact conditions, you will have to get in touch:

  1. with the embassy in France of the country of destination. If, during its transport from France towards the country of destination, the animal must forward by one or more countries, you will also have to conform to the regulations in the country of transit of the animal. It should be noted that certain countries refuse the transit of animals.   2. if necessary, with the airline companies to know the transport conditions of the animal (in baggage or in cabin, norms of the cages, food, etc). If the embassy has particular information, this must be communicated to your treating veterinarian, titular of a medical mandate, who will guide you for the continuation.

If the embassy would not have information on the medical regulation of its country, you will have to respect, by default, the following conditions:

You will have then to take appointment with the service “ animal health and protection” of the Departmental management of the Veterinary services (DDSV) of which raises the treating veterinarian, for the validation of the documents establish by this one.

  • the animal must be in rule with the French lawful requirements regarding the animal health and protection. For more information on the French regulation, you can contact your treating veterinarian, a medical mandate holder, or the Departmental management of Veterinary services (DDSV) of your department.   • The following documents are obligatory for the animal and must be establish by the treating veterinarian, a medical mandate holder:
    – identification by micropuce or tattooing;
    – certificate of vaccination against the rabies of curren validity ;
    – international certificate of good health, established by the treating veterinian, medical mandate holder, in the week preceding the departure from France.
  • It is also advised to conduct a titration of the anti-rabic antibodies in an approved laboratory and to provide oneself with the notebook of vaccination hold up to date of the animal.

You will have then to take appointment with the service “ animal health and protection” of the Departmental management of the Veterinary services (DDSV) of which raises the treating veterinarian, for the validation of the documents establish by this one.

Legalization of the documents

Certain countries require that the documents validated by the DDSV be then legalized or with the marginal note. It is thus advisable to get information about this point near the embassy of the country of destination.
